Frost is the safest Mage spec, but in a group it deals less damage than Fire and Arcane. Ice Lance hits a frozen target three times as hard, and Fingers of Frost lets you hit as if the target were frozen.

TipIce Lance and Fingers of Frost are new Forever talents. The stat order is disputed: Icy Veins puts hit first, Warcraft Tavern puts spell power first.

Icy Veins and Wowhead agree. Both take Elemental Precision, but with a different number of points. Icy Veins also takes Frostbite, Ice Shards, Shatter and Frost Channeling; the Wowhead guide text recommends Ice Block and Cold Snap, and its embedded build does not open.

Leveling 1→60

Which spec to level

Level Frost. This is the advice of Warcraft Tavern, Mobalytics and Icy Veins: Frostbolt slows, Frost Nova holds the enemy in place, and Ice Lance on a frozen target hits several times harder. Enemies rarely reach you. In the leveling tier list it is S.

Fire costs less mana but depends on crits. Arcane depends on procs and mana. According to Tavern, both specs are better in dungeons than in the open world.

TipMobalytics (Oct 18) does not take Missile Barrage, Frost Channeling and Ice Block before level 30: instead Piercing Ice 3/3 and Improved Blizzard, and Fingers of Frost already at 30. The Legacy Talented perk gives talents up to 5 levels earlier.

Who to group with

Blizzard and Arcane Explosion easily pull threat off the tank: start after them. From level 20, a teleport to a capital city; from 40, portals for the group.

Build the group in the group builder: up to 5, 10, 20 or 40 players, with a link and a text for looking for a group.

BiS · after launch

The best level 60 gear will appear after the Nov 5 launch. The beta only went up to level 30, and Forever’s level 60 items are not known yet. We will add the list from the game’s data.

Rotation · after launch

The level 60 rotation will come after the Nov 5 launch. For now this is the level 30 order of actions from the beta, as given by Icy Veins and Wowhead.
